Tips for registering for a portal account:

To get a portal account: (1) click the registration link on the Home page, (2) complete the registration process until you get a Thank You page, and (3) receive email notification that your account is activated. Then you can come back to the portal and log in.
If you accidentally clicked the Sign In button and you know you don't have an account yet, close all browser windows and start the browser from scratch. This prevents the login dialog from popping up repeatedly after a user has accidentally triggered it.
If you get a login dialog during the registration process, click Cancel and keep going. If you get an error page click Back on your browser. You'll know you've registered successfully when you get a Thank You page.
If you are having trouble with the registration process: try closing all browser windows and starting the browser application from scratch, go to the Home page and start the registration process before trying to do anything else on the portal.
After you get email notifying you that your portal account has been activated, you can go back to the portal and log in.
